I have a question to go along with these "stupid ?'s" What makes you think valve would be stupid enough to USE IE to parse a *MOTD*? What is the point? Its not like the syntax is hard to parse. You could write a parser in the same amount of time it would take to link with the IE crap, to be limited to just a few specific tags that you need for an MOTD. Think about it!
