As far as I know everybody uses the SDK code to display models and Valve's
compiler to create them.
Last year I took a look at the file format and created a MS Word .doc
describing the format. I can send it to you if ya like. I can't say that it
is 100% accurate, but it already was a lot of work to find out how some of
the stuff works.

P.S.: Does someone know if transition graphs are actually used by Half-Life,
because only the tentacle uses it and I don't think it was worth the hassle
to support a feature that is only used once in the whole game.
