If I remember well:
At E3 2003 (or shortly after it) they said they would release the SDK
before the game, but after all the delays and all, they came in E3
2004 and said that releasing the SDK before the game would spoil the
experience for the players.

But .. there is a but! They said they may release parts of the SDK
before the Release of the game, and then release the rest of it some
time after the game has been released.

I think they did release an important part of the SDK .. well not
really, but the XSI|EXP for HL2 is in effect -one way or another- part
of the SDK.
