Not that I am from Valve, but the general rule of thumb is as long as the players of the mod have purchased CS then you can use the CS models. This normally means you reference the CS models in the CS directory, but do not distribute them with your mod. This prevents you from accidentally giving copyrighted material to someone that did not already own CS.
