If you just want akimbo pistols, make 1 new weapon that fires 2x as fast as your regular pistol, and 2x the ammo. Make 1 model file that has both pistols in it. There you go.
If you want a halo2 style akimbo system, then you can either: 1) prepare for a lot of pain and mysery or 2) fake it by coding every possible combination (and keep your combos small, no more than 6 or 8) as a seperate weapon. This is what The Opera did if I remember correctly. Or was that Wasteland? one of the two...

That might take a fair bit of modification to the HL2 weapon system, as it only allows for one weapon type to be wielded at once.
