As long as you're not using any Valve code, you're perfectly all right. If you can figure out the file format (and I've no doubt that it's perfectly easy; I just wouldn't bother personally) and write your own functions to read them, you're good to go.

GIFs and MP3s require royalties because they are *patented*. (Don't get me started on software patents :-P) And BTW the GIF patents expired just recently, in the US.
