I'm loosing track of who is who here ... are you using Fedora? Googling for '"XML Parser" rpm' first link http://dag.wieers.com/packages/perl-XML-Parser/ Follow the instructions on the link below to add that repo to your yum config so you can use yum to get any deps for you.
