After the Steam update, I got burned by the same error... Right in the middle of a marathon coding session. After an hour of cussing Steam, I found that if you comment out the ToolsAppId 211 line in the gameinfo.txt, things will (sorta) start to work again.
This brings an old objection to Steam back to the forefront once again. I truly despise the fact that Steam goes off and does unsolicited upgrades whenever it damn well feels like it. I was locked out of working on my mod for nearly half an hour during the previous upgrade as Steam dribbled in its upgrade at a whopping 1K/second. And this last upgrade hosed the SDK tools completely until I found the work-around more than a hour later. It's bad enough having to chase my own coding bugs without having to fight Steam's on top of it. For this reason (and others) I will never accept Steam by choice.
