Hi Aaron,

The problem may not be with your attemps at enabling the parallax mapping. I
cannot compile a working SDK_LightmappedGeneric from the stock code. I know
others are having this problem as well (from comments on the wiki). Try
building it as is and making sure the the stock shader works for you before
modifing. Test by using your shader in a material with a base and normal map
ingame. If that doesn't work the parallax code won't work either.

For the record I'm no noob either when it comes to shader coding, I was the
author of the bloom minimod for HL2, and I use shaders extensively in my mod
Neotokyo. The issue stumps me at the moment.
