Exactly. Also, AFAIK you can't interfere with the client that much with server-side code. Perhaps you can stop the effect though, freeze their movement, stop the weapon firing, etc. Then again, I have done hardly any plugin coding, except to put in a little in-joke command on my old BG1.2.1 server D: I could be wrong.
