Ok I think I can clear some things up now I have done some benchmark tests. I tested on a map with 512 static props with x3 skins and another with just one skin and both produced exactly the same fps as well as texture memory which was exactly the same using +showbudget_textures_global (the test on props with multiple skins still only used one skin out of the three). So in conclusion it seems that using skins on static props is pretty safe as it only loads what it needs and then strips the rest of them. :)
