Hey guys, we have made a community hub for the Source SDK available here, http://steamcommunity.com/app/211/discussions/. When we do updates to the SDK (either the tools or the code) we will use that hub to post an announcement with the details. We will also be scanning those forums along with the GitHub issue tracker we are already using over here https://github.com/ValveSoftware/source-sdk-2013/issues.
