Interesting Problem

I'm having an interesting problem.  When I go into half life, and try to
connect to my server, it says the server is full, having 9/7 people.
Later it says it has 8/8.  Out of a 16 player server, it appears that in
the list, it is reporting my max players as the number of slots
available.  Is anyone else experiencing this?  Any clue on the cause or
a fix?
