Can't download retail 1.3 patch

Hi,

How come I can't download any of the CSretail 1.2-1.3 patch
or the cs10021003.exe file in any of the www.counter-strike.net
site. Has anyone else encountered this?  What seems to be
causing the problem? Anyone got a clue. Thanks.
