It's called progress.... and a little something called learning.  There is
really no other online game that has reached the magnatude that HL has
obtained over the years.  I don't know if you ever developed anything
before, but, what Valve has done with HL and the whole WON system has just
been getting better and better.  All I know is, that Valve has been more
actively collaborating with groups such as this admin list and the #hlds IRC
channel now for just over a year.  And, during that year, we've come out of
some pretty chaotic times (everyone remember the version that really took us
backwards and caused havok for about 6 months because of a version control
problem at Valve?).

Overall, the license really hasn't changed since day 1.  It's really up to
the purchasers to follow the license.  Now, Valve is trying to finally nail
down a way to enforce it better.  Although, it did take some steps to get
here (e.g. unify the WON auth server databases), it keeps getting more
refined and makes our (HLDS admins) lives much easier.
