I have the same thing occuring on a different server-side mod, Half-Life of Horrors (http://www.halflifeofhorrors.com). This problem is due to the client-side weapon effects that Valve instituted in 1.1.0.8, and the mod you are using needs to be recoded. You should contact Severian, but I see he hasn't changed the mod (or his website) in a year or so, so I don't know if he is still doing work on the mod.
