If you are on a network game(like a lan?) then what are you talking about latency? Your config is jacked. Try pinging a client and see what your ping is. If your ping is low(should be at least below 20 if not below 10ms) then try running the server on something with more than a pentium 133 and 16mb ram with a 1base-c thinnet connection.
