Damn! If you can host 8 players with less than 150 ping on that 128Kbps upstream, you're rockin!
I tried running on 128Kbps upstream aDSL, and about 5 players is all I could handle, and I was also setting max_rate to 2000. Player #6 would bump all pings to over 300, and 7 would bump everyone (exept me obviously) to over 500. I doubt there is much else you can do....
