Not that I know of, no.
Outlook 2002 blocks "suspicious" file types so I would be safe.
It's good and bad at the same time. I wanted to send myself a little
qbasic program I was required to make in my Computer Information Systems
class (Very boring, very basic class. Prerequisites suck) and outlook
wouldn't let me get to it.
There is, unfortunately no way to manually unblock it except if you run
the exchange server that you log into.

That sounds like virus to me.  Wasn't one of the ways
nimda is propagated by readme.exe in an email?
