"fakelag <value>" will only work with "sv_cheats 1"

There used to be a command, fakelag I belive that would allow you to enter
"fakelag <value>" into the console where value is the ms of ping you want to
add. I was told this was removed but I have not tried it for a while.

Isn't there a way to create lag so to speak?
I am connected to my server locally, and my ping is
8-15.  I will be having matches soon, but I want to up
my ping to like 50-70.  Isn't there a way for me to do
that?  I don't want to hear it from others about being
the ultimate LPB!!!
