Please help to me!!!!

Hi I am from spain , I have a Cable connection with work to 512 Kb/s I have a lot of probles on a dedicated server Please some one can help me with my problem? I use Admin Mod whit a minimal instalation (please help me with this too, the minimal instalation) and the version of the HL server is 1.1.0.8 I do not understand because if i don't do a dedicated and I play the server runs ok with 13 players, because when I do dedicated server the ping are very unestable and the people have a lot of Lag, Choke and Loos. PLEASE HELP TO ME. Thanks for all.
