The max - min rates are server settings that limit the amount of bandwidth usage by clients. Cable users tend to hord bandwidth making someone with a 500kps DSL connection suffer setting these just limits how much bandwidth the clients can use. I assume you have a T1 connection or better and that is why you dont need to worry much about these. If your maps are taking a long time to load try deleting the custom.hpk file in your cstrike folder. Its a file that stores all the custom sprays of every client that has one and down loads them to the other clients.
