I know one server I play on has a ping of 40 sometimes and 600 others. It is a bad hop in sprintlink where it jumps 500-600ms. I emailed the sprintlink network admin and the reply I got blamed nimda. So maybe that is choking your hop. I suspect they are having problems though with that hop.
