I also have had the same thing happen. Just got a DoD server up after about 2 months of running a CS server and have noticed that some scores are a bit high for only about 5 min of play. I have banned a few for sure cheating but am not able to monitor the game all the time. So i suspect that some are getting away with it. 50 kills in six min!! Either they are cheating and you should ban them or you are doing them a favor by banning them because they have no life and are playing to much.
