If a colocator claims an OC-192 connection to a single backbone, they are
lying, so you should look elsewhere ;). Even if they did have an OC-192, you
would not get a benefit over an OC-48, as long as the ISPs are not maxing
their connections. No reputable (or even disreputable, as far as I know) host
would max out an OC-48 for any length of time without upgrading.

In my experience it has been the very small places with something dinky like
dual T1's or standard (10mbps) ethernet connections that claim to have an
OC-192. Definitely stay away from those.

I would generally recommend that you start with a hosted dedicated server
rather than trying to colocate. Colocating is quite a bit of hassle and often
more expensive than a dedicated server solution would be, and unnecessary.

I colo for $100/month (1U) 1 hop from an OC48 XO connection. If
colocation is an option for you, I would look into that instead of
trying to bring a fatpipe to your door.
