There where two choices when setting up a MS server. Per Seat (where the CAL goes to the client's PC) Or Per server (where the server limits total connections ... Named pipe connections ... Not TCP)
They are looking now at giving a third user mode option where the CAL gets assigned to the user. If you have a network of 5000 users and one server that only an average of 100 users may need to be connected at one time, go with per server to save money. (CALs needed for per server mode = 100, for per seat mode = 5000) If you have a network of 20 servers with 100 users you can save on CAL's by going to per seat mode because at per seat mode each of the 20 servers would need the same number of CALs as users might be connected to at one time. (CALs needed for per seat mode = 100, for per server = 20 servers x 100 connections= 2000) The new Per user mode makes the best sense so of course it took Microsoft 7 years to get to it. All this is moot though if you are not using file and print services. This only counts for Named Pipe connections. (Although like the IRS, you could ask 4 people at Microsoft and get only one person to give you the correct explanation of this overly complicated scheme). A web server (or HLDS for that mater) only needs to have a TCP connection (UDP mostly for HLDS which is connectionless) but the bottom line is you don't need any CALs.
