Possibly. I would bet there are a large number of blocks of IPs blocked via Valves upstream providers (and even there upstream provider) for the next 24hours. This would of had to been done to stop\slow the DDoS they had or continue to have. Tier 1 providers though generally will not block large blocks for more then 24-48 hours so long as some decent level of service is available to the downsteam customer(s).
