DSL lines have many links in the chain. For some people, their copper twisted pair may go for a thousand feet or so where it is muxed and then carried over another line, and then demuxed at the CO. The path to the CO could be almost a mile.
If someone lived across the street from the CO, however, they'd most likely have a single twisted copper pair from their line to the CO. It is arguable that they would have a much better signal than someone who lives a mile away, no? You should not run any more than about 24 slots total, mainly because your line is not a "guaranteed" line. You are not always going to get your 768k up.
