Just type qstat, and it will print a very verbose "usage".

For a hl2 server, do this:

qstat -hl2s 64.185.229.7:27050

For a hl1 server do this:
qstat -hls 64.185.229.7:27020

Can you give a brief description of how to use it?

I updated qstat to be able to query hl2 / cs:source servers
you can grab it from CVS from:
http://sourceforge.net/projects/qstat
Note: Only basic server info is currently available, not player
listings or rules.
