There is your problem --> 'XP Home' is junk most likely. I am running XP
Pro and I have had my server up for 3 days without problems. While also
running HL:CZ aka CS:CZ. Also I haven't done anything to include 3rd party
tools or mods to CS:S like some people have and are reporting problems.
Just the base SCDS with command line:
-game cstrike +map de_dust +maxplayers 10 -console
You realize there is an issue with crashes concerning timelimits which
might just be his issue? If you have mp_timelimit set in the config
remark it and see if it makers any difference. It has for some.
