Funny, that's exactly what I wanted to know. So I searched every file in the Steam directory and nothing. Near as I can tell it is stored in Windows Virtual Memory. You can observer this by watching the amount of virtual memory used go up as you refresh the list, and stop if you stop refreshing (Open Windows Task Manager in XP, in view menu select columns, then check the Virtual Memory Size checkbox). This could also just be the extra memory needed by the application to sort and display the list, but I don't think so. If you exit Steam it frees up the memory (obviously). Upon restarting Steam it will download a new list when you open the Server browser to the Internet Tab. The full list will always take up approximately the same size of virtual Memory.
I didn't get to spend too much time on this, as I was supposed to be working. :) It just piqued my curiosity. I had to know.
