Server lists were sent by the last octet of the server ip addresses. ie: x.x.x.1 would appear first and x.x.x.254 would show up last. Now they seem to randomize it more so people with dynamic ips and/or home servers get more traffic. I haven't really noticed any change to the amount of players coming through tho.
