A termonolgy correction. No one "owns" IP addresses. Large blocks are
used by RIRs* and are _allocated_ to large customers. If that customer is
an ISP, they can and do _assign_ smaller portions of that block to
their customers. You can even have mutiple level of assignments.
* RIR = Regional Internet Registry, 5 in total all covering
different areas of the globe.
