Is this cpu a p4 prescott at all? I have had the same problems with one of these chips
and solved the problem by replacing the cpu with a p4 3.0 HT. You may want to try
running booster_mm with metamod aswell as this will adjust the multimedia timer to
increase FPS, lower pings etc. Also, what happens to the fps of the cs / ns server
when you switch the dod server off? from my experience large (20 slot) dod servers
nail the cpu and the pings and fps really do suffer. On windows i would expect the
fps to be around 60/70 with no pingbooster and boosted anywhere up to 500 depending on
sys_ticrate.

It's a leased box so I can't replace the chip. It doesn't matter if one
or all three servers are running the results are the same concerning the
server fps for all three servers. Now the CS and NS server do not suffer
as much as the dod server but they still have their moments. Typically
the dod server will use around 35% of the chip with CS and NS using
about 20%. I have tried ping boosters and while it does shows a great
improvement it causes the dod server to hog the cpu and thus causing
issues all around.
