What is your server name? I don't see anything on myserver.no-ip.com:27015 or myserver.no-ip.com:8167.

Same here, running a CS server on port 27015, on server browser is 8167. I have a redirect on no-ip, myserver.no-ip.com:27015 and when i add it to favourites i get <not responding>.
Almost positive your NAT box is dynamically changing the port as it leaves to get reported to the master list. When you set a port forward on your router it only forwards connections that come in on that port. If your server port is getting mangled then thats the port you would need to set on your server. Of course, being dynamic this changes each time you start the server.
How do *you* fix? I don't know. With my OpenBSD box running as my NAT/FW I can disable this "feature" with NAT in my pf.conf.
