Perhaps I should have asked - can this cause it to intermittently do this?

There's a bug/feature where steam sometimes picks up a lan IP address if you have one when trying to auth, even if you've specified the correct wan IP address in the startup (and console shows it having the correct IP as well), so it tries to authenticate with a lan IP and naturally doesn't get anything back. If able and you have a lan IP, might be worth temp taking it down, try starting up server and see if it will auth in case its the same problem. Fixes mine whenever I have that problem anyway, but naturally auth problems could be an issue with the auth servers as well, just a possibility worth checking for some.
