No, VAC currently works, it's the VAC disabling hack that makes it viable for non-steam users, else it'd be banning them, right?

VAC will not work whilst NOSTEAM is still an issue, which is why I have to assume VAC has not been updated on CS 1.6 nor employed at all in Source based games, since all you would end up doing is banning innocent people.
