i dont have default acces in my adminmod.cfg

It is in plugin_base.
So..if you don't want, that everybody has access to this command, just edit
default_access 1
to
default_access 0
in adminmod.cfg.
And restart server! (if you don't have set mapchangecfgfile "server.cfg" in autoexec.cfg)
