I don't understand the problem here. Steam is an updating platform, thats it's. It's required to run the client and the dedicated server from the Steam menu however. Running the dedicated server doesn't require Steam that's why they provide the update tool since Steam isn't wrapping the app. You don't want Steam running while running the server, get the real dedicated server.
