This is well beyond a restart of the computer and steam. Plus, he already
explained that hes restarted the computers/servers/steam serveral times.
This is not the issue. Im almost certain its a network gateway/subnet issue.

We have reinstalled twice and restarted steam many
times.  No joy.  We haven't attempted to reinstall to
a different location.  Perhaps another hard drive.

Possibly a two gateway issue.  I don't know the
network topology for our corp.  "route print",
"ipconfig" at the dos prompt to list net config?  Any
others?  Currently, all PC's doing the gaming use
DHCP.  I don't know offhand how different the settings
are and I'm at home right now.  I do know we have
multiple subnets within the building.  It is funny
that the guys who are definately on different subnets
work fine.  I can play fine and I have my client PC
and the server PC hooked to the same switch.  Whatever
the problem, it is related to the PC
setup/installation.

We are using the company's PC's.  Even so, I'm not
sure how one would transfer a PC from home to a LAN
party and not log off of steam.  Are you speaking
about using offline?
That is an interesting idea about copying the entire
installation from one working PC to another not
working PC.  That's easy enough to try.
As far as a hacked LAN version, is that hack for the
client or server?  It seems to me that our server is
doing the rejecting, so a hacked version of the
steam.dll could eliminate the problem we are having
and would not require messing around with the clients.
Who is Erik?  Erik Johnson of Valve?

FYI - we have all set up listenservers at different
times.  Those two guys with the problem machines can't
connect to another server, nor can anyone connect when
they serve.  At least it is consistent.  Of course,
listenservers suck since they give a big advantage to
the server.
