Change your default gateway to an invalid local address (or blank) and packets wont be able to find there way out, re-login or restart the machine will force steam to restart, not finding home will start in offline mode and should stop steam ticket errors.

Try having iptables set if connection attempts (new) every x seconds, to ban user for x seconds/minutes/day.
