I am making a distinction between non-steam users and cheaters. Someone using non-steam should of course not be able to play, as they have not paid for the software. These people are also very likely to cheat, as they have nothing to lose (getting a new steamid is very easy).
Those that download a "cheat" from a website somewhere are not guilty of anything until they actually go to a VAC protected server and play. This is why we should not attempt any punishment.
