Unfortunately no. The only things you can do at the moment is 1) place
fps_max 999 at the top of your server.cfg file (ya don't need to run
clock.avi or any other directx app to kickstart your srcds server to run at
512fps at startup) and 2) setup some type of auto-restart of all of your
instances of srcds.exe at least once a day, maybe even twice if they stay
full 24/7.

If someone from Valve would chime in - why does the fps value of srcds.exe
drop over time, even when no one logs in to play? It looks like it may be
some type of memory leak but I have no good way to determine that. If
someone from Valve could explain why this happens and if they plan on
addressing it or not, that'd put a lot of minds at ease I think.
