I did this yesterday. I think the best way of doing it is to download steam and install it. Then when you are at the 'create an account' / 'login' screen copy all the gcf files in (you do it at this point because the installation has just created your directory structure for you). Only when they have all copied do you login or create an account.
If you login before the files have finished copying then it will download the files while copying and things might not work.
