Think I have found part of the problem. When I went to make a
steam account for the stand alone server. I couldn't get it to
work, so I reinstalled hldsupdatetool over the updated version.
Then it let me -create a new account. I then double clicked on
hldsupdatetool to re-update itself, not knowing about *.blob
file which stopped the update. so after reading many posts I saw
the Light as it were, and removed the ClientRegistry.blob ran
hldsupdatetool in a cmd window and it updated itself.
I then removed the InstallRecord.blob from the D:\CS_S_Server
dir and ran the bat, IT WORKED!! I also added -verify_all to
the bat.
IT WORKED!!
here is the bat, thanks, I didn't tell it to use a :
date/t
time/t
hldsupdatetool -command update -game "Counter-Strike Source" -verify_all
-dir D:\CS_S_Server -username [me] -password [password]
time/t
@pause

It looks like I am having a similar problem. hldsupdate stops with the
following error:
Verifying: D:\CS_S_Server\reslists\counter-strike source shared
content\exclude.lst
Failed to create directory D:\CS_S_Server\reslists\counter-strike:
source, Win32 Error 267 "The directory name is invalid."
Well you can't have a directory with a colon in it, that's what the
error is saying. What options did you use with hldsupdatetool?
