Hmm, note to self, proof messages before sending. If I do this:

1) Connect to internet via DSL
2) Login to Steam
3) disconnect from Steam
4) Disconnect from Internet DSL
5) Dial into Internet via dialup modem
6) Try to connect to Steam

I get Invalid steam ticket. Will not connect. Wait a while ( usually a long
while), try again, lets me in. Not sure what timeout is.

I think that when you ping Steam from one IP, there is a certain amount of
time during which Steam will not allow you to login from any other
address.
I'm not sure what the time out is. If I connect via DSL, dial in via
dialup
modem and try to login, it flat will not let me. Come back an hour later
and
it works no problem.

I have this problem. I get the error "Invalid Steam UserID Ticket" or the
expired ticket message. In my case, it is because I have two gateways to
the
internet. I use a Linksys dual WAN router that is connected to Qwest DSL
and
Comcast broadband. It is set up for "load sharing". I think it happens
when
Steam "checks in" using one of the IPs and then tries to connect to a
server
on the other IP. I don't get these error messages if I shutoff one of the
gateways.

ports.
I moved the account that generated Invalid Steam UserID Ticket error to
another box, and it worked from there. Both had the same client port,
both
were on the same subnet, and both could connect to my server or other
servers at the same time. Something else was causing the Invalid Steam
UserID Ticket. From browsing the Steampowered forums, I think that Valve
has
a problem here that they have not been able to resolve, or more likely a
lot
of little problems that can cause this.

I'm having the same problem, changed the client port and no change.
All boxes running 2k pro, box one is a dedicated CS S server, box 2
is the machine I play on. I can run the server on box 1, and play
[box 2] on other servers just not mine. I use the server's local ip
when trying to connect. And get the 'Invalid STEAM UserID Ticket' error.
The server is running from the admin account.
