I don't know the details of the name change fix but I would assume
that a player is identified by Steam ID and a few counters are set on
the server for each player. My guess would be that everytime a player
decides to change his/her name, the server will check the timestamp of
the last and 5th last time the name was changed and if it is within
the no-change-name time range, then the server refuses to change the
name.

I would say it wouldn't take 5% of CPU power to calculate that, and
you would have to have 32 players trying to change their name every
second to see any kind of performance hit.
