Still haven't been provided with a decent reason why NO STEAM is still an issue.

NO STEAM User Joins Server

Server receives NO STEAM Users STEAM_ID

Server querys Valve with NO STEAM Users STEAM_ID and game it is
running and IP addresss of NO STEAM User.

Valve matches NO STEAM Users STEAM_ID to STEAM Account database and
checks to see what games this STEAM_ID's STEAM Account has access to,
what IP address this account is currently logged on, and also sends
query to users STEAM Client for whatever Valve thinks it is relevent
for preventing NO STEAM being run at all.

Valve database goes OMGWTFBBQHAX "No games listed or this game not
listed  for this STEAM Account"

Valve sends reply back to Server that Server should KICK and BAN NO
STEAM Users STEAM_ID

Valve disables NO STEAM Account

Life is good, everybody is happy hacks go away, clients can hack
windows all they want because Valve don't care what the clients do,
the servers control everything. :D
