I am willing to bet you have a low gravity map like scoutzknivez in your server rotation..
I have the same problem on my server.. I asked this same question in the steam forums last week, and someone responded that the Phys settings get pulled from the previous map. so if you wait TWO maps beyond your low grav map, things will be back to normal. I have basically tested this, and it seems to be true. I have already tried putting those phys settings in my server.cfg file back to default and it never worked for me.
