Steam IDs are tied to the Steam login name. I can have all my games on the one Steam account (such as CS1.6, HL1, HL2, CSS) but also I could just have HL1 on one steam account, and a DIFFERENT account login and place all my HL2 games on it (at the time of purchasing over steam, be logged into that second account) and I would have a new steam ID.
